i want information on following points:
1. For the purpose of applying to UPSC from PSU what does Proper Channel Mean
2. Does intimation given to department Head about appearing in Interview count as applying through proper channel.
3. No intimation about applying to UPSC at the time of application form was given to department Head however later on at the time of interview intimation was given to Department Head . does this count as applying through proper channel
