I was working with NTPC Ltd. with Basic Pay of Rs 29,980 in the pay scale of 29,100 to 54500.I was interested to work with the best PSU of India & had interest to work in Oil & Gas Sector .So I resigned from NTPC Ltd. on 02.07.2013 and joined ONGC on 04.07.2013 in the pay scale of Rs. 24,900 to 50,500. I have joined ONGC at a Lower Post.
I want information regarding my Basic Pay Protection joining at Lower Post at ONGC (from one PSU to other PSU ) with reference to Fixation of pay in case of employee seeking transfer to a lower post under FR 15(a) , regulated by rule FR 22 (I)(a)(3) & applicability of these Fundamental Rule in PSUs.

The information sought by you is in the nature of query/clarification and does not come under the ambit of RTI Act, 2005. As per the provisions of RTI Act, 2005, Public Authority can only provide information which already exists with the Public Authority or held under his control. The Public Authority is not supposed to create information, or to interpret information.
However, pay protection of re-employed government pensioner related issues are governed by Para 6 and 9 of DPEs OM dated 14.12.2012. Pay protection includes emoluments that is Basic Pay plus DA ,not only Basic Pay alone. Further , fundamental rules are for central government employees not for CPSEs.

1. Whether DPE guidelines debar companies from paying proportionate PRP for employees who leave a Company during the year
2. A company has introduced a defined contribution scheme of pension for its employees in 2012 whereby it contributes a defined percentage of basic & DA towards pension w.e.f. 1.1.07. Some of the employees have resigned from the company before 2012 but after 2007. Do DPE guidelines prevent the company from paying pension arrears to the employees who have resigned as aforesaid

However, pension and PRP related issues in respect of Executives and Non-Unionised Supervisors are governed by DPEs OMs dated 26.11.2008, 09.02.2009 and 02.04.2009 (theses guidelines are available on DPE website ).
Proportionate PRP issue can be considered by the Remuneration Committee.

2.Whether written test can be dispensed for such entry level posts

If an employee from public sector undertaking (PSU) resigns through proper channel (technical resignation) during the service bond period on his selection in an All India competitive examination conducted by UPSC(Engineering Services Examinations). Please answer the following with regard to this case.
1. Is there any circular/guidelines/rule for transfer of service bond from Public sector Undertaking (PSU) to Central Government department which is ready to accept the bond.
2. If yes to 1. Please provide the copy of the same.
3. If yes to 1. Is this circular applicable to PSUs in ministry of Civil Aviation.
4. Is there any relaxation in service bond for SC/ST employee on selection in All India competitive examination conducted by UPSC(Engineering Services Examinations).
5. If yes to 4. what is the relaxation.

What are the guidelines and time frame given to the Central Public Sector Enterprises for RTI Online Web Portal by the Department pf Personnel and Training.
Why have majority of CPSEs not joined thsi RTI Online web portal so far and the reasons for delay.
